I was one of the applicants whose appeal was upheld by the ICO. NOMS made no effort to present evidence to back-up the reasons for keeping the info secret but it still took three and a half years from start to finish to drag it out of them. One problem is that you can't write to individual prisons asking for info, you have to go to NOMS. If you ask about all prisons then the request quickly breaches the cost barrier. Hence breaking thm down into 8 or 10 at a time. I plan to publish a lot of info gleaned on this topic from FOI requests and other sources on a special website. Got to make those years of waiting count for something I guess. Thanks for covering this.
